Accountable Governance in India. You read it right - It is hard to imagine the two words, Accountability and Governance in the same sentence when you are referring to India. But that is exactly what Dr. Manmohan Singh is planning to bring about in India. His cabinet ministers were asked to submit a performance report last November! Now, the bureaucrats have to submit a short-term (3-months) and long-term
(1-yr) performance plan with targets and goals. The bureaucrats and the ministries they represent are to be evaluated on a 5-point scale ranging from 60-100; below 60, you fail!

Now, it remains to be seen what the consequences will be if you fail... but, at the least, it forces one to set reasonable targets and achievable goals. Don't expect things to change overnight, CHANGE is slow in a democracy but it is great start. Such a system should be adopted by states, districts, municipalities etc. Good beginning for the 'Tennies' decade...
