Just read an interesting piece of news in BBC -

15% of all Government supplied water in Chennai is to come from the sea! A recently inaugurated high-tech desalination plant in Chennai will process 237 million liters of sea water and produce 100 million liters of potable water per day. Apparently, the water board supplies 650 millions liters of water per day in Chennai and will buy the desalinated water from the plant at ~$1/1000L or 263 gallons!

What happened to the mandatory rain water harvest schemes initiated by AMMA? What are the real limitations with regards to successful large-scale harvest of rain water in India? One reason mentioned in the article to too much rain in too little time that most of it goes to the sea. I guess we are harvesting rain water but after it has reached the sea with this desalination plant..!
