More than half the population of India depend on agriculture, and is at the mercy of the monsoon rainfall. India has a history of famine, caused due to monsoon failures.(See http://en.wikipedia.org/wiki/Famine_in_India )
However, it has been understood that the rainfall is sufficient to produce food for the entire nation. The problem is the poor management of rain water.
